Main Purpose of the Job:
Responsible for providing guidance and support to the organization for cost effective, purchasing and supplies management.
Core Accountabilities and Responsibilities:
- Development of procurement strategies, plans and tactics for both direct and indirect expenditures and monitoring performance against those plans.
- Develop, implement and update policies and procedures for all procurement, and material management.
- Analyse market and supply dynamics related to supplier proposals to develop a matrix of negotiation scenarios.
- Oversee requests for purchases.
- Manage contract Indexers to ensure accurate and timely archiving / retrieval of commercial documents for procurement purposes.
- Responsible for the day-to-day provision of long-term outsourcing services to departments and Units.
- Study current markets and suppliers and develop relationships with key suppliers.
- Determine adequacy of internal controls related to procurement system.
- Evaluate potential subcontractors including cost/price analysis, audit, reporting and technical compliance.
- Participate in identifying and assisting sources, networking and reporting as well as directing the compilation of purchasing reports.
- Administer all subcontracts and purchase order processes including monitoring performance, prices, and certifications; exercising of options, conducting market analysis and negotiating prices; maintaining subcontract and purchase order files; issuing modifications as necessary; assisting management in resolving vendor issues; and resolving invoicing issues with Finance.
- Provide timely execution of earlier supplier selection into the product development cycle.
- Develop pricing agreements and systems contracts with suppliers.
- Provide constructive input on legal contract documents related to purchasing terms, conditions, indemnification, intellectual property ownership, etc.
- Define accountabilities for compliance tracking, analysis, and reporting, and customer participation.
- Perform operational review of contract performance and spending for categories

Requirements
Qualifications:
- Bachelor’s in Supply chain management, Procurement or related area.
Experience:
- Three (3) years’ experience in supply chain management or procurement and supplies.
