Role Purpose

Reporting to Manager, Information and Communications Technology, the successful candidate will be assigned to coordinate, supervise and perform advanced system administration duties as well as to interpret business requirements to facilitate the analysis, definition design and implementation of appropriate applications and software to automate the needs of the Council’s key business processes and to oversee the testing, installation and modification of systems/software to meet business specifications.

The main duties include but are not limited to:

  • Perform advanced and more complex/escalated system administration activities.

  • Liaison and supervision of external service providers, suppliers, contractors, developers etc. and monitor compliance with the SLAs and contracts.

  • Supervise the design and implementation of ICT security systems.

  • Work closely with the super-user in each Department/Unit to identify business needs and define user specifications.

  • Work with external developers for ICT systems and solution design, development, and implementation, in line with user needs.

  • Support, configure, maintain, and upgrade the Council networks and servers.

  • Install and integrate new server hardware and applications.

  • Assess any needed updates and liaise with ICT vendors for developing, testing, evaluating, and installing any enhancements.

  • Support and administer third-party applications.

  • Control physical access to and operation of the server room.

  • Monitor and evaluate network performance and test for weaknesses.

  • Set up user accounts, permissions, and passwords.

  • Conduct training with users and develop necessary manuals for references.

  • Operate and manage the IP telephony.

  • Submit relevant reports on ICT performance to the Manager.

  • Participate in internal ICT project committees as needed.

  • Implement an efficient incident logging system.

  • Supervise the analysis, diagnosis, escalation, and resolution of incidents.

  • Understand and analyses system bugs and use these to make improvements / upgrades.

  • Produce/generate troubleshooting and fault resolution reports.

  • Manage software, network, and hardware licenses for the Council.

  • Prepare work plan, schedule work, allocate and delegate tasks. supervise the work of subordinates and appraise their performance.

  • Proactively anticipate alternative ways to meet commitments when unexpected events, unplanned actions, or contingencies arise.

  • Research software applications and vendors that can provide required systems and perform reference reviews from their clients prior to their engagement.

  • Monitor vendor support services and provide input to the manager or their performance and recommended actions.

  • Support the manager on major ICT projects including performing assigned project tasks.

  • Facilitate user requirements assessment for systems identified for implementation within the Council.

  • Draft ICT reports for review and input by the manager on ICT projects and operational activities.

  • Supervise, train, mentor, support, and guide more junior personnel.

  • Review staff development programmes and mentor staff to optimise their potential.

  • Evaluate staff performance and provide counselling and advice to maximise staff contribution to the Council’s activities.

  • Research and apply best practices in own specialised area of work and maintain high level of knowledge to effectively undertake the duties of the post.

Qualifications and Experience

  • Degree in Computer Science, Information Systems or related areas.

  • Recognised ICT network management certification.

  • A minimum of five (5) years’ ICT systems administration experience, two (2) of which should include supervision of other ICT administrators.

  • Demonstrated experience in systems administration, software and applications support.
