Role Purpose

Reporting to Manager, Human Capital and Administration, the successful candidate will be assigned to supervise and execute human capital services including but not limited to recruitment and selection, compensation and reward, benefits administration, talent management, performance management, staff learning, development and engagement, employee relations and staff welfare programmes.

The main duties include but are not limited to:

  • Participates in the development and review of policies and procedures aimed at improving performance of staff and the organisation as a whole to ensure that they are relevant and up to date.

  • Through regular research and benchmarking identifies and recommends performance and development drivers that will add to the Council’s staff capabilities.

  • Conducts periodic reviews of overall organisational performance and provides reports to departmental heads with a view to closing those gaps.

  • Makes recommendations to management on appropriate interventions.

  • Facilitates teamwork to enhance productivity.

  • Participates in the development of the organisational workforce plan to meet the current and future needs of the Council.

  • Provides technical support in the recruitment process to ensure the company builds a robust and diverse pool of talent at all levels.

  • Assists in the development and implementation of employee on-boarding programmes for new employees.

  • Participates in the development of a robust performance management system that identifies and rewards exceptional performance and talent, enabling management to match staff to the needs of the Council, mentor and train staff for self-development and benefit to the Council.

  • Initiates the review of the performance management system, policy, procedures, and guidelines to incorporate any changes in legislation and to enhance the effectiveness of the system.

  • Monitors performance measurement and improvement tools on an on-going basis and recommends necessary interventions to enhance successful implementation of the Council’s PMS.

  • Plans for and facilitates in-house or external training and as necessary brings in external resources to address identified needs.

  • Supports post-training assessment and evaluation to verify that participation in training indeed addresses specific needs.

  • Accountable for staff development records and assures confidentiality.

  • Apply acquired knowledge and experience to develop and nurture a change-ready culture within the organisation, through various initiatives.

  • Periodically act as change management champion, in the event of changes in structure, positions, or processes to ease transition of staff during such periods.

  • Works in conjunction with the recruiting departments management to initiate recruitment, shortlisting candidates, scheduling interviews, and communicating selection decisions.

  • Leads and quality assures the development and maintenance of employment contracts ensuring contracts meet legal and policy requirements.

  • Participates in the onboarding of staff to familiarise them with the Council as well as ensuring that they are fully informed about their contractual obligations and entitlements.

  • Regularly sources and compiles information on the country’s industrial relations climate and developments, on behalf Manager Human Capital and Administration who in turn designs an appropriate ER system for BOTEPCO.

  • Reviews Terms and Conditions of Employment, Code of Conduct and Disciplinary and Grievance procedures periodically and recommends amendments to align them with legislation.

  • Provides professional advice to line managers and staff on the proper implementation of the BOTEPCO ER processes and ensures that logistical arrangements are made for the holding of Disciplinary and Grievance hearings as required, including selection of chairpersons.

  • Establishes and manages BOTEPCO’s relations with recognised trade unions.

  • Builds and maintains cordial relationships with both staff and their unions, and endeavors to resolve all industrial disputes referred, or escalates matters to Manager, Human Capital, and Administration.

  • Researches and acquires a detailed understanding of best practice in reward in the Botswana labour market through participation in national remuneration surveys.

  • Provides Management with relevant information on the overall market competitiveness of BOTEPCO reward strategy and packages.

  • Participates in the development of new compensation and benefits packages and advises employees on their interpretation.

  • Participates in the preparation of position papers for pay and benefits negotiations with recognised union (s) and employee representatives.

  • Supervises and carries out benefits administration services including liaison with banks, insurance companies, pension administrators and any other external stakeholders providing benefits to the Council employees etc.

  • Designs programmes and systems for employee welfare, seeks approval of Manager, Human Capital, and Administration, oversees the implementation of approved staff welfare programmes.

  • Approves leave applications after verifying compliance with laid down terms and conditions of employment.

  • Resolves staff queries and grievances on a day-to-day basis all the while complying with terms and conditions of service and agreed turn-around times, and refers issues beyond own scope to Manager, Human Capital, and Administration.

  • Manages and ensures efficient administration of employee benefit schemes including medical aid, pension and life insurance and ensures that employees maximise their entitlements.

  • Liaises with pension scheme administrators and trustees and represents BOTEPCO in consultations and negotiations with administrators to maximise benefits to employees. Ensures that pension applications are accurately and timeously processed.

  • Liaises with Finance Department on the processing of gratuity and other terminal benefits.

  • Maintains accurate staffing records and prepares monthly reports including analysis of vacancies, turnover and recruitment, selection, employee utilisation and submits them to Human Capital and Administration.

  • Maintains and up-dates employee files and records and prepares reports and statistical analysis as required.

  • Directs the HC Officer to maintain an up-to date record of all hearings and their outcomes and verifies that appropriate documentation is filed in the concerned employee’s personal.

Qualifications and Experience

  • Degree in Human Resources Management, Business Administration, Industrial Psychology or related fields.

  • Five (5) years post qualification experience with practical implementation of human resources functional activities, policies, and plans.
