SENIOR FACILITIES OFFICER (X1) – CENTRAL

Main purpose of the position
To plan, organize, coordinate, and control the repair and maintenance of Corporation buildings as well as construction of new buildings and other civil works.
Job Responsibilities
- Plans, schedules & monitors progress for assigned projects
- Conducts site inspections for quality assurance purposes
- Identifies risks during project implementation & advise on the mitigation
- Monitors project budget & timelines to ensure completion within budget & timeline.
- Manages the delivery of outcomes to ensure that the project stays within scope
- Acts as internal Clerk of Works to ensure projects run according to set building specifications, budget and timeframe methods and approved workmanship.
- Sources quotations from suppliers for maintenance works
- Develops Invitation to Tender documents
- Establishes quality assurance of the acquired project material
- Presents documents to procurement committees for approval
- Partake in the tender evaluation committee to ensure award to the best bidder
- Prepare and process purchase requisitions
- Facilitates installation, maintenance, and repair activities
- Issues work instructions to artisans/contractors and ensure that all maintenance incidents and complaints reported are effectively addressed.
- Checks and supervises the work of artisans and external contractors.
- Resolves technical problems, inspects, and approves completed work.
- Prepares working drawings of civil/ building work repair and maintenance and tools in accordance with job requirements.
- Prepares maintenance bill of quantities and orders building material and tools in accordance with job requirements.
- Inspects and evaluates physical condition of premises to determine maintenance requirements and submit recommendations.
- Assesses business needs & determines the required maintenance and improvements
- Monitors lease agreements to ensure proper maintenance of facilities
- Processes payments for contractors and suppliers according to approved contract provisions and work order and ensures budgetary control.
- Identifies and initiates contracts with service providers for the provision of services.
- Negotiates prices with potential service providers to ensure cost containment
- Monitors performance of service providers to ensure compliance with service level agreements and recommends remedial action.
- Prepare documentation for contract renewal/termination for service providers
- Schedules engagement meetings to gather customer and stakeholder needs to address them
- Addresses and ensures timely resolution of stakeholder complaints & queries
- Conducts sectional needs analysis to aid in budget proposal formulation
- Provides input in the development of the sectional budget
- Monitors expenditure for approved budget to ensure efficient use of resources
- Carries out safety, health and environment tasks using established procedures.
- Arranges for induction of all contractors on BPC SHE policies
- Implements control measures to limit the occurrence of potential incidents.
Qualifications
- A minimum of Diploma in Building Construction/Civil Engineering from a recognised institution
Experience
- At least three (3) years post qualification experience in construction/ property industry
