Role Responsibilities
Management and service delivery
- Input in the preparation of PEEPA’s operating plans and coordinate preparation of annual budgets.
- Develop, review and ensure implementation of relevant strategies for the conduct of the cluster’s mandate.
- Align the cluster’s operations with the overall mission, vision and values of PEEPA.
- Ensure provision of service in line with service level agreements.
- Oversee the implementation of cost effective and value driven systems, rules, regulations, standards, procedures, guidelines and instruments that are relevant for the conduct of the cluster’s work; and ensure that its staff are informed and trained to use them.
- Ensure compliance with quality assurance standards and procedures applicable to the cluster
- Plan the cluster’s activity and maintain direct oversight on its operations in terms of (a) work scheduling, (b) estimating resource and staffing needs, (c) allocating and delegating tasks for the provision of quality services whilst retaining overall accountability, and (d) recruitment, training, mentoring, motivation and appraisal of staff.
- Advise Director PME or CEO on all projects matters that fall under the cluster’s purview.
- Act as Secretariat or participate in internal working groups as may be required.
- Undertake such duties as delegated by Director PME or CEO.
Project Leadership
- Serve as technical sector consultant on the assigned cluster.
- Manage the strategic aspects of all programmes and projects falling under the assigned cluster
- Overall quality and management of the portfolio of programmes and projects falling under the assigned cluster.
- Development of detailed business case and strategies for privatisation / restructuring to assess its feasibility and determine the most appropriate method.
- Preparing the organisation for privatisation / restructuring.
- Implementation of the divestiture / restructuring.
- Programme monitoring and evaluation.
- Monitoring and evaluation of performance of PEs.
- Implementation and monitoring of the PE governance framework.
- Review high-level deliverables and outputs from all programmes and projects falling under the assigned cluster.
- Review PE performance reports produced and submit to Director for approval and submission to Board / other relevant external parties.
- Ensure engagement reviews and quality assurance procedures take place for all programmes and projects falling under the assigned cluster.
- Oversee project managers and their work.
- Direct and coordinate overall activities of project personnel to ensure projects progress on schedule and within prescribed budget.
- Review status and progress reports prepared by project personnel, and prepare project reports for management, PSC, sponsors or others.
- Provide expert technical advice to project personnel and resolve any project-related problems.
- Make presentations to Management or Board or Sponsors on all programmes and projects falling under the assigned cluster.
- Ensure that project managers have the resources necessary to complete projects, and offer assistance and advice for project managers as and when required.
- Approve requests for engagement of external consultants.
- Re-look at and re-prioritise programmes and projects falling under the assigned cluster depending on changes in circumstances and project performances
- Lead discussions with PEs falling under the assigned cluster to:
- Review performance against contracts, identify areas of non-compliance with performance targets, and recommend necessary remedial actions.
- Understand their activities and, identify appropriate performance monitoring and evaluation criteria and targets.
- Discuss issues arising as and when required during the implementation of projects.
- Advise Government on the performance of relevant PEs against their targets, and propose appropriate interventions to enhance performance.
QUALIFICATIONS & EXPERIENCE
Qualifications
- At least a Masters in Economics, Accounting, Finance, Public or Business Administration, from a recognised institution or any other equivalent qualification acceptable to PEEPA.
Experience
- A minimum of 12 years’ experience in the sector(s) falling under the assigned cluster. The experience must be specific to privatisation and public sector reforms, covering policy formulation and analysis, enterprise restructuring, mergers and acquisitions, transaction advisory, privatisation strategy development and implementation.
- The work experience of the candidate must also include 4 years in a managerial position.
