Reporting to Director-Strategy, Planning and Research the successful candidate will be responsible for planning, organising and managing the activities of the Research unit of the Council including research planning, execution, reporting, research advisory, teacher professionalisation advocacy and publishing.

The main duties include but are not limited to:

Recommend the acquisition of research materials to enhance the capabilities of the Council to carry out research and liaise with academic colleagues on shared research materials.

Allocate research activities to staff and provide support and assistance during research processes.

Review research findings and suggest additional avenues of research to enhance quality of output.
-
Determine the need for research for purposes of policy development, strategic planning or in response to requests for research from other departments or external stakeholders.

Decide whether to outsource research or carry it out using internal resources, depending on the scope, magnitude, and complexity of the research, and obtain the necessary approval from the Director.

Manage the execution of outsourced research from sourcing of funds, invitation to tender and monitoring that Terms of References (ToRs) are met, etc.

Manage the Council information / data requirement for policy and programming development, and to meet various stakeholder needs.

Produce regular reports and publications of analysed teacher data from various sources and institutions, for general stakeholder and public consumption.

Disseminate data through various official Council publications.

Prepare detailed monthly, quarterly, and annual operational reports, detailing achievements in relation to targets.

Prepare and publish periodic statistical reports for general stakeholder information.

Provide advice on teaching professionalisation informed by robust research.

Advocate for the teaching profession in various forums to ensure alignment with best practice.

Contribute to the development, approval, maintenance and dissemination of teaching profession regulations, policies, and standards.

Provide input into the development, review and approval of the Code of Teaching Professional Ethics based on research and international best practice standards.

Provide input on the development of teaching accreditation requirements in liaison with the Teacher Professional Services function.

Support the Teacher Professional Services and Ethics and Standards Monitoring functions on the development of procedures and processes related to teacher registration and licensing and compliance monitoring.

Authorise departmental unit expenditure in accordance with financial policies and budgets.

Manage the departmental unit recruitment, selection, performance management, learning and development, employee relations, talent development, staff welfare and succession planning.

Ensure appropriate departmental unit risk management and internal controls are effectively implemented.

Qualifications and Experience
-
Postgraduate degree in Research, Public Policy Development, Education, or related field.
-
A minimum of eight (8) years proven experience in research. At least three (3) of these years should have been spent in a Supervisory / Management role of a large public or private educational institution.

Experience leading and coordinating research in addition to developing and implementing research policies, procedures and plans.
