Manager, Ethics and Standards Compliance at BOTSWANA TEACHING PROFESSIONALS COUNCIL

Role Purpose

Reporting to Director-Standards and Compliance, the successful candidate will be responsible for planning, organising and managing the implementation of the Ethical Compliance Strategy and plans according to defined policy, procedures, and department practices. Oversee and coordinate the daily work of the Ethics and Standards Compliance department.

  • Efficient and effective ethics hotline.

  • Public awareness of Ethical Standards.

  • Effective case management process.

  • Effective support to Disciplinary Committee and Appeals Sub-Committees.

  • Efficient compliance assessment.

  • Dissemination of Sub-Committee findings.

The main duties include but are not limited to:

  • Translate the Council strategy into actions for implementation by staff in delivering on departmental mandate of Ethics and Standards Compliance.

  • Coordinate the efforts of respective departmental functions and retains accountability for departmental service delivery.

  • In close liaison with Strategy, Planning and Research and Teacher Professional Services, work to develop a comprehensive an Ethical Code of Conduct.

  • Provide technical support to the corporate affairs function to build awareness about and detailed knowledge of the content of the Ethical Code of Conduct among Teachers, Teacher associations / Unions and Management of both private and public education institutions.

  • Develop compliance standards to ethical aspects of the teaching profession, have these disseminated for awareness, appreciation, and integration in day-to-day personal and relational conduct.

  • Draw up plans with the Corporate Affairs function to inform, educate and build awareness for teachers to minimise incidents of non-compliance.

  • Mobilise extensive awareness campaigns to increase knowledge about expectations in ethical conduct, needing to be preceded by corrective discipline.

  • Draw up plans with the Human Capital function to inform, educate and build awareness internally on measures to identify and report issues of non-compliance.

  • Establish processes to monitor an ethics hotline to process complaints and collate results for further investigations.

  • Set up functional services to receive complaints and concerns sighting ethical breach, through which compliance can be measured, investigations undertaken, and disciplinary action be issued.

  • Establish policy, procedures, and processes, enabling efficient and effective case management.

  • Establish policies, procedures, and processes in place for cases concerning Ethics and Standards Compliance and have staff well versed to implement accordingly, making adopted processes compliant and efficient.

  • Facilitate the preparation of monthly reports on compliance plans, performance against targets and issues or risks identified.

  • Manage adherence in the compilation of cases of ethical breaches to be presented for evaluation by the Ethics and Discipline Sub-Committee.

  • Manage adherence in the compilation of cases and provide secretarial services to the Appeals Sub-Committee.

  • Solicit required legal counsel and guidance on compliance issues.

  • Advise the Council and other stakeholders on issues of ethical and standards compliance.

  • Authorise departmental expenditure in accordance with financial policies and budgets.

  • Lead the departmental recruitment, selection, performance management, learning and development, employee relations, talent development, staff welfare and succession planning.

  • Ensure that the team carries out their assignments freely, unbiased, objectively, and professionally, and that they adhere to relevant legal and regulatory guidelines and in-house and standards policies in the conduct of their duties.

  • Ensure appropriate departmental risk management and internal controls are effectively implemented.

Qualifications and Experience

  • A degree in Law, Business Administration, Information Science, Compliance, Audit, Ethical Leadership / Applied Ethics, or related area along with management or leadership training.

  • A minimum of eight (8) years proven administrative and leadership experience in the education sector or in a regulatory file. At least three (3) of these years should have been spent in a Supervisory / Management role of a large public or private institution with related experience in compliance or audit and the development and implementation of policies and procedures.
