Botswana Qualifications Authority (BQA) is a state enterprise organisation. It draws its mandate from the BQA Act No.24 of 2013. Its main objectives are to provide for and maintain a National Credit and Qualifications Framework (NCQF) and to coordinate the Education, Training and Skills Development Quality Assurance System.
BQA invites applications from qualified candidates to fill the following positions: HR OFFICER-EMPLOYEE RELATIONS & WELFARE
Job Summary:
Responsible for the provision of employee relations advisory services to line managers and staff; implementing the employee welfare programme to improve safety and wellness and work-life balance, under the supervision of the Manager – HR Planning and Services
Main Duties:
Employee Relations
a) Keeps abreast with the industrial relations climate and developments in the country, and best practice, through self- development and reading.
b) Recommends periodic reviews of Terms and Conditions of Employment, Code of Conduct and Disciplinary and grievance procedures to bring them in line with changes in legislation.
c) Receives reports or grievances from staff, documents grievance and engages concerned parties with a view to resolve the issue and refers issues beyond own scope to Manager – HR Planning and Services.
d) Explains the staff disciplinary code to both staff and managers, advises both line managers and staff on disciplinary matters referred, adhering to Botswana Labour Laws, BQA Terms and Conditions of Service, Code of Conduct and Disciplinary Procedures.
e) Receives the charge sheet completed by line managers, scrutinises to ensure it meets criteria for a proper charge, and convenes disciplinary hearing, notifying all parties, including their rights.
f) Provides professional advice on the implementation of disciplinary procedures and sits in hearings when assigned to guide the Chairperson and the parties on the procedure to be followed.
g) Records hearing proceedings if required, ensuring accuracy of record, and obtains signature of chairperson and both parties to confirm accuracy of record.
h) Maintains an up-to date record of all hearings and their outcomes, and files documents in the concerned employee’s personal file.
i) Acts as first point of call on all union issues, maintains cordial relations with Trade Unions
j) Liaises with the union all aspects of the Union on-site activities, including obtaining permission for such activities from Manager – HR Planning and Services.
k) Convenes meetings between management and trade union representatives to discuss issues of mutual interest such Recognition Agreements, collective bargaining negotiations and other pertinent issues, as instructed by the Manager – HR Planning and Services.
Employee Engagement
a) Implements approved staff engagement programmes such as surveys and counselling services by: Participating in the external consultant selection process, selection process including drafting of ToRs and render evaluation meeting. Participating in the development of the engagement survey tools in conjunction with the Manager and the service provider.
b) Distributing survey tools to all staff, with clear instructions, and implementing decisions of management following recommendations of the survey report, under the guidance of the Manager – HR Planning and Services.
Employee Wellness
a) Initiates and drafts wellness annual programme and submits to Manager – HR Planning and Services for consideration.
b) Implements approved wellness programmes, and outsources services for such programmes as required, ensuring compliance with BQA values and standards at all times
c) Investigates identified problem staff to determine cause of deviant behaviour and identifies and arranges for appropriate remedial action.
d)Provides preliminary counselling or arranges for professional counselling as appropriate and arranges and conducts follows up interviews to assess impact of wellness intervention.
Reporting
• Prepares detailed periodic reports and statistics for submission to the Manager – HR Planning and Services
Safety, Health Environment and Quality:
• Complies with all Company SHEQ and housekeeping initiatives, as stipulated in BQA SHEQ policies and procedures.
• Adheres to safe work procedures to ensure safety of self and others.
• Undertakes corrective action on deviations arising from SHEQ audits and risk assessments.
Education:
• At least a Degree in HRM, Industrial Psychology, labour laws or Social Sciences from a recognised institution or any other equivalent qualification acceptable to BQA.
• Related Master’s degree would be an added advantage.
• Membership of a recognised professional HR body.
• 5 year’s experience in Human Resource Management.
• Exposure to similar functions in an education/training environment would be an advantage. Technical Skills
• Knowledge of Labour Laws and General Labour Relations.
• Knowledge of managing relations with trade unions.
• Knowledge of collective bargaining procedures.
• Knowledge of best practices HR policies and procedures.
• Understanding of HR Information systems and applications.
• Understanding of employee welfare and wellness systems.
• Computer literate, and knowledge of systems and applications in the specific area of work.
