Main Purpose of the Job
To provide oversight role on all procurement activities, supplier relationships, contract management and ensuring compliance with the provisions of the Public Procurement Act, Regulations and industry best practice. To provide strategic direction to the development, implementation and maintenance of the Bank’s procurement strategy and policies, materials management, asset disposal and tender adjudication processes and procedures in line with business objectives and provide procurement advisory services to the CEO as the Accounting Officer.
Core Accountabilities and Responsibilities
- Manage a procurement activity of a procuring entity; and
- Plan the execution of a procurement by a procuring entity;s.48
- Prepare a statement of requirements;s.48
- Prepare a tender document;s.48
- Maintain a list of suppliers;s.48
- Evaluate or manage the evaluation of a bid; s.48
- Receives evaluation committee recommendations; s. 49
- Prepare a contract document;s.48
- Issue an approved contract document; s.48
- Administer and manage a contract once placed;s.48
- Arrange for the timely payment of a contractor;s.48
- Initiates contract amendments, change orders and terminations.
- Keep and maintain any record of procurement;
- Prepare a monthly report for an accounting officer;
- Executes procurement and savings strategy
- Prepares contract / project progress reports, including end of activity reports
- Identifies procurement opportunities
- Receives tenders
- Opens tenders

- Analyse request for retroactive request submitted by user dpt. Reg. 83(3)
Qualifications:
Bachelor’s degree in business, Procurement, Supply Chain Management, CIPS Level 6.
Master’s degree in business administration will be an added advantage.
Experience:
Minimum of six (6) years in procurement three (3) of which should have been at managerial level (preferably at a bank or other mass market financial institution)
