HEAD OF FINANCE AND OPERATIONS
ORGANISATIONAL BACKGROUND
Lesbians, Gays & Bisexuals of Botswana (LEGABIBO) is an LGBTIQ+ organization doing advocacy at national level and implementing projects in several key districts of Botswana. We are the oldest organization in the country focusing specifically on issues around sexual orientation and gender identity. LEGABIBO began its life as a project in 1998, and slowly developed into an organization, hosted by various human rights NGOs over the years. After a protracted struggle in the courts, LEGABIBO gained the right to register in 2016.
At its heart, LEGABIBO is an advocacy and human rights organization with a long track record of strategic litigation and defending the rights of its constituency. LEGABIBO has also implemented sexual and reproductive health and rights projects in many districts – especially focused on gay and bisexual men, and men who have sex with men. The organization has engaged in research and documentation of our wider community’s issues and challenges, as well as engaging with regional and international human rights processes. The organization is looking for a driven, strategic, creative and skilled individual to join its dynamic team for the position of Head of Finance and operations.
Purpose of the job:
The Head of Finance and Operations is a key role with principal responsibilities for the effective management of the organization’s financial planning, controls, reporting and systems, the operations management function and maintenance/ facilities. Reporting to the CEO and working closely with the Senior Management Team (SMT), all programs staff, the Board Treasurer and the Board Finance committee, the Board and the Membership. The Head of Finance and Operations will oversee and guide the financial operations and financial administration of the organization under the guidance of the Chief Executive Officer.
Audit: the incumbent will coordinate and lead the annual audit process, liaise with external auditors and the Board finance committee assess any changes necessary.
FINANCIAL CONTROLS AND RISK MANAGEMENT
•Oversee fixed assets, equipment and supplies and depreciation and impairments calculations.
•Conduct monthly spot checks to ensure a strong control environment and lead the development of new tools and systems to strengthen financial controls and risk management.
•Bills management – overall management of bills, ensuring office bills are paid on time and responsible personnel has done requisitions for such.
•Implement sustainability measures for organizational expenditures. Budgeting – oversee and lead annual budgeting and planning process in conjunction with the Senior Management Team; administer and review all financial plans and budgets; monitor progress and changes; and keep Senior Management Team abreast of the organization’s financial status.
•Manage organizational cash flow and forecasting control risks; and ensure LEGABIBO legal responsibilities are met.
•Active participation in resource mobilization and leading the financial component of resource mobilization.
•Policy: Implement all LEGABIBO policies and accounting practices; improve the finance & administration Department’s overall policy and procedure manual.
•Overall the holder of the position will be responsible for implementing instruction from the Chief Executive Officer and the Board as and when required to do so.
Requirements:
•Qualified accountant with significant past qualification experience, strong organizational management acumen and strategic thinking skills, adapt at identifying financial risk and developing strategies to manage and mitigate financial risks.
•Experience and knowledge of statutory financial reporting and leading finance function alongside management of funding resources and outsourced providers.
•Proven experience of designing, implementing and managing all elements of organizational finance necessary for the running of a registered civil society organization.
•Strategic and operational civil society organization management knowledge and experience of legal and regulatory requirements of civil society organizations.
•Significant experience as an effective leader with the ability and willingness to provide hands on support to motivate, coach and encourage others to continuously improve their abilities and the
•organizational potential using a broad range of performance tools and interventions.
•Provide finance, operations and administrative support to the organization and ensure the most efficient and effective financial control systems and reporting mechanisms are operational.
•The incumbent will analyze and present financial reports in accurate and timely manner;
•Prepare and communicate monthly, quarterly and annual financial statements; collate financial reporting materials for all donors and oversee all financial, projects/ programs and grants documenting.
•They will implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule to adhere to and that financial data and cash flow are steady and support operational requirements.
•They will manage the organization’s financial affairs.
QUALIFICATION AND EXPERIENCE
•Bachelor’s Degree in Finance, Accounting or any related field.
•With a professional Accounting Qualification ACCA, CIMA, BICA or equivalent.
•Proven experience as Head of Finance or a similar position
•Solid understanding of Financial and management accounting.
•Knowledge of accounting software.
•A minimum of 3 years’ experience post acquisition of professional qualification.

TERMS OF EMPLOYMENT
A fixed term contract of up to three (3) years
REMUNERATION:
LEGABIBO as an NGO and dependence on donor funding has committed to offering remuneration that complements the market.
