Role Purpose
Reporting to Manager, Finance and Procurement, the successful candidate will be assigned to coordinate and supervise the processing of financial accounting transactions of the Council including but not limited to the processing of payments and receipts of income, ensuring that transactions are recorded accurately in the General Ledger, monitoring the cash flow position of the Council, the preparation of cash flow forecasts, review and authorisation of the monthly payroll and the preparation of Annual Financial Statements.

The main duties include but are not limited to:

Ensure adequate cash flows through the transfer of funds amongst the various bank accounts and recommends the investment of surplus funds.

Ensure that accounting processes are carried out in accordance with procedures.

Manage income/receivables and ensures accurate recording, collection, banking, reconciliations, and write-off of irrecoverable amounts.

Verify approved payment transactions including fund transfers, claims, payroll transactions and ensures they are correctly classified and supported by appropriate source documents.

Authorise payments in accordance with delegated authority.

Ensure that the master file information on creditors, debtors, and payroll is accurately maintained, verified, and approved on the accounting system.

Review and maintain the General Ledger reconciliations including bank, debtors, creditors, suspense, and interdepartmental accounts.

Ensure the control and safeguarding of statutory records, source and face value documents including filing, storage, retrieval, and security.

Review, check and authorise journal entries.

Prepare the audit file and attends to audit queries.

Makes recommendations and contribute to the development and improvement of accounts’ financial management processes and procedures to enhance efficiency and transparency.

Develops team members, instilling a high-performance culture to achieve the strategic objectives.

Review staff development programmes and mentor staff to optimise their potential.

Evaluate staff performance and provides counselling and advice to maximise staff contribution to Council’s activities.

Assist in finding suitable academic and skills development programmes to enhance human resource capacity of the Council.

Qualifications and Experience

Bachelor’s Degree in Accounting, Finance, or related fields
-
Professional Membership of an internationally recognised institution of professional accountants such as ACCA, CIMA, BICA, ICAEW, ICAS, ACPA or equivalent.

Minimum of five (5) years post qualification experience in accounting, financial reporting and management or related fields two (2) years of which should have been in a supervisory role.

Demonstrable experience using modern finance accounting packages and techniques.
