PRINCIPAL ACCOUNTABILITIES

Polices and Strategies

  • Ensures the development of  policies and strategies for establishing market demand, sourcing of land for property development, designing and building property accordance with policies and standards set to ensure quality.
  • Drives execution of the development of housing in line with the corporate strategy.
  • Reports periodically to the CEO and any structures as delegated by the CEO on the performance of BHC against set property development targets.

Property Development

  • Oversees market analysis and research at the local and national levels on a range of issues that support a well-functioning housing system and promote housing affordability and choice.
  • Prepares outline property development schemes for consideration by the Board of the Corporation with design briefs and costing.
  • To prepare feasibility study and develop a project proposal that would assess viability of projects.
  • To develop a projects prioritization model that will enhance immediate value to the Corporation.
  • Leads in negotiations for land and funding for major projects and negotiates on behalf of the Corporation as delegated.
  • Reviews designs and specifications for property and estate infrastructure projects,  recommends approval of final designs and ensures that specifications are in accordance with international standards.
  • Provides professional guidance and technical advice to project development teams and  ensures that design and construction projects are completed on time, within budget and according to specifications.
  • Reviews partial and final completion certificates and sign-off completion in accordance with delegated limits of authority.
  • Ensures that post completion audit of projects is undertaken.
  • Oversees the development of a five year rolling housing forecast.

Stakeholder Management

  • Implements the BHC Board’s resolutions and approved decisions as delegated by the CEO.
  • Develops and maintains effective strategic relationships with key stakeholders including the Ministry of Lands and Housing, contractors, consultants, Local Authorities, utilities and property developers.

Service Delivery

  • Oversees adherence to set service levels and standards pertaining to housing development.

Financial Management

  • Ensures strict adherence to prudent financial management practices including annual budget allocations and cost containment.
  • Ensures development projects are financially viable and economically sustainable

Human Capital Management

  • Provides strategic leadership, mentorship, identify and develop talent among the team members.
  • Leads all major change initiatives within Development Division.
  • Ensures that the Division is adequately resourced.

Performance Management

  • Undertakes to complete the Divisional Scorecard.
  • Ensures development of Performance Contracts, performance management and performance appraisal

General

  • Undertakes other such duties as directed by the supervisor.

 

QUALIFICATIONS AND EXPERIENCE

  • Degree in Built Environment with emphasis on Property Development and Property Management, Real Estate or related fields
  • Post graduate qualification in Built Environment, with emphasis on Project Management
  • Membership of a professional and internationally recognised institute
  • Minimum of fifteen (15) years post qualification experience preferable in property management, property development or related field of which at least ten (10) years should have been at director or executive /senior management level.
